The meniscus will adjust so that the water does not spill from the tube.
This happens in the case of insufficient height rise of the fluid in a capillary.

If the height is sufficient then, the height will be govern by the formula fraction numerator 2 T space cos theta over denominator rho space g space r end fraction
where T is the surface tension,
theta is the angle of contact
rho is the density of fluid
r is the radius of the capillary
g is acceleration due to gravity
